If the pressure is low, you should be able to fill it, but engine has to be running with A/C selected. Once it's open, you can see what's wrong. At a minimum you likely need to lube the lock on the chassis & the cable. Ex-Wifes car: 2004 Tib GT, 2.7L, 5MT, 204K miles, medium blue, basically stock.Check fuses, not visually but with a tester or meter. Tester will light on back of fuse when fuse is open (ignition on). Meter should either show "0VDC", or "battery voltage" when checking both fuse tabs on the back side of the fuse to ground.
