ON PC, once you find a trader, I find that if you scroll on the map and place the trader at edge East or West of map display, the next trader is highly likely to be 1 map west or east, and slightly north or south. This works 85% of the time. And you can nerd pole (wood frame tower) up to +100 feet above your position and usually see nearby trader.1) To 'upgrade' the quest tier after you've finished a tier, just wait until the next day.
