The only reason BLET gets Trainmen is that it was a money grab the Teamsters required. BLET technically has no rights to represent those trainmen. Any appeals have to be handed to the SMART to enter the appeal. SMART has exclusive rights to trainman, BLET gave up their exclusive rights to engineers in the late 80s, early 90s.
