I've tried going for save editor mods but the only good one by Lazybones just has the later skills come up at 'Unknown', which doesn't help at all. Not to mention most mods that are even remotely related to having all items/skills in the shop haven't been updated in roughly three years. No idea if they'd even work with the current version of XV2.
